Professional Background

For 20 of his 35 year career Mr. Ohtake has been involved with taxation. He began his career at the Ministry of Finance in 1970 and later served as Director General of Osaka Regional Taxation Bureau and Director General of the Tax Bureau of the Finance Ministry. In 2005, while holding the post of Chief Officer of the National Tax Agency, Mr. Ohtake left the Finance Ministry. After working for Shoko Chukin Bank as Vice-Chairperson, he established the "Vietnam Bookkeeping Promotion Committee" where he aimed at popularizing Japanese and double entry bookkeeping. He is considered an authority in the planning of tax systems and tax administration. Mr. Ohtake is also well known for his tough negotiations with the US. He completely overhauled the US tax treaty, the first maneuver of its kind for over 32 years, removing tax from dividends and interest. As a result of this overhaul, investment in Japan is expected to increase.
